Introduction to the report
Within the framework of the interest of Aswan University and its distinguished role in Upper Egypt in serving its local community, and under the patronage of His Excellency Dr. Ahmed Ghallab, President of the University, the Department of Community Organization at the Faculty of Social Work carried out the first community dialogue meeting entitled:
“Aswan University and NGOs are a partnership for a better future for Aswan Governorate”

The meeting, which was prepared in partnership with the Regional Federation of Associations in Aswan Governorate, aimed to discuss aspects of the current and future partnership between Aswan University and civil organizations and the mechanisms of activating them for the benefit of the Aswan community.
More than (57) local leaders of civil organizations in the governorate centers and leaders of the regional union of associations in the governorate, heads of scientific departments and academic leaders at the university, interested faculty members at Aswan University, faculty members of the department of community organization at the faculty, graduate students in the department, some students participated in the meeting. Bachelor’s degree in college.
The meeting concluded with some proposals and recommendations to activate the partnership between the university and civil organizations in Aswan Governorate presented by this report. The material and moral of this meeting.
The goal of the first dialogue community meeting of the Department of Community Organization
The meeting aimed to discuss mechanisms and proposals to activate various aspects of current and future partnership and cooperation between Aswan University, represented by the Department of Community Organization, Faculty of Social Work, Aswan University, and NGOs in the governorate for the benefit of Aswan Governorate and its local communities.
The meeting also aimed at an exchange of experiences and visions between the leaders of civil work in the governorate, the academic and executive leaders of the university, the faculty members of the department and their assistants, and graduate students on problems, challenges, needs and joint projects that can be implemented on the territory of the governorate.

More than (57) local leaders of civil organizations participated in the community meeting in the governorate centers and the leaders of the Regional Federation of Associations in the governorate. Basically, the meeting aimed, since the thought of it, with the participation of:

Registration of the first community dialogue meeting of the Community Organization Department
-The first community dialogue meeting of the Department of Community Organization at the Faculty of Social Work began, under the auspices of His Excellency Prof. Dr. Ahmed Ghallab, President of Aswan University, and in the presence of Prof. Dr. Ayman Othman, Vice President for Graduate Studies and Research, entitled “Aswan University and NGOs are a partnership for a better future for the governorate.” Aswan” on Wednesday, December 18, 2019, at eleven o’clock in the morning at the headquarters of the Faculty of Agriculture at Aswan University in the national peace of the Arab Republic of Egypt.
-Then the volunteer broadcaster and presenter of the meeting, Mr. Abdullah Abu Al-Hamad, began by thanking the current university leaders, His Excellency Prof. Ahmed Ghallab, President of the University, and welcoming the Vice President of the University, Prof. Ayman Mahmoud Othman, and welcoming the dignitaries of the community and civil work, Hajj Ahmed Abdulaziz, President of the Regional Union and Al-Hajj Amer Saad, Director General of the Regional Federation of Associations in Aswan Governorate, and the heads and members of the boards of directors of associations and civil institutions in Aswan Governorate.
-Then the presenter of the ceremony thanked the Department of Community Organization and a special thanks to Dr. Mohamed Gaber Abbas, Head of the Department of Community Organization at the Faculty of Social Work, Aswan University, then moved on to praise the role of the university and interaction with the community, speaking about the importance of such meetings and innovation in the idea of the meeting and the importance of the topic, and the mutual need For civil work organizations (associations – institutions) and the university represented by the Department of Community Organization for such a partnership to develop work in the governorate.
Then Dr. Mohamed Gaber Abbas, Head of the Department of Community Organization at the Faculty of Social Work, Aswan University, welcomed the guests, and thanked His Excellency the President of the University for his constant support for the activities of the College and the Department, and thanked His Excellency Prof. Members, associates and master’s students in the Department of Community Organization.
Then he talked about the department and its interests, the nature of the work and the axes of interest within the university, and that working to serve the community and develop the environment is one of the important axes of work at Aswan University, and how the Department of Community Organization seeks to represent the university in these community activities, and presented the beginning of the idea and presented it to His Excellency the President of the University and his support for it and the facilities that Presented by the university administration to complete this meeting in the best way.

Dr. Mohamed Gaber Abbas, Head of the Department of Community Organization at the Faculty of Social Work, Aswan University, stressed that partnership and its idea are acceptable to all faculties within the university, but the beginning is with the Faculty of Social Work and the Department of Community Organization, and then the idea will be circulated and launched to the rest of the scientific departments interested in the university faculties.
-Then an intervention was made by the presenter, broadcaster Abdullah Abu Al-Hamad, praising the role of the current university leadership, Prof. Ahmed Ghallab and his team of Dr. Ayman Othman, and his personal impression of him and his role in developing the university from its formerly lonely form to its current aesthetic form.
-Then Prof. Ayman Othman – Vice President of the University spoke and thanked all the attendees, and talked about the development of the countries that carried out their renaissance from the fifties of the last century, noting that the reason for this leadership and this development is scientific research and its impact on the leadership of the Asian tigers to the world, as His Excellency pointed to the role of The pioneering faculty of social work within the university said that the development in the university represented three aspects: students, scientific research and postgraduate studies, community service and environmental development.
-His Excellency also clarified the importance of sustainable development, the role of social service in the United States of America, the role of civil society organizations and the voluntary sector, and that these sectors are the main engine for the wheel of development in many societies and countries, and the need to follow the approach of reverse thinking and to care about what the labor market needs and train graduates to How to harmonize between what has been studied and what we need to implement, and that this is the hope for development and development.
Then Mr. Ahmed Abdel Aziz, President of the Regional Federation of Societies in Aswan Governorate, who showed his great happiness with the idea of meeting, association, and partnership, as he emphasized what Dr. Ayman Othman said, which is the current situation and the increase in the number of graduates and the inevitable result of that increase, which is the impossibility of the state absorbing these numbers, and also confirmed that Governments in any country cannot develop societies on their own. He gave an example of the problem of garbage and the people’s culture of getting rid of it.
After that, the dialogue was opened for some interventions from representatives of civil organizations to participate in the dialogue in preparation for moving to the main dialogue session in the meeting
Where Mr. Amer Saad, Director General of the Regional Federation of Associations in Aswan Governorate spoke, referring to the union’s role in development work and the experiences it gained for more than forty years, through which he saw that some associations have fictitious names and that such meetings are important for associations and it is the first precedent in which organizations are invited The civil work for partnership with the university, he also stressed that there must be packages either fine or dissolution for those associations that do not offer at least one activity during the year, and he also expressed ideas to encourage the participation of field training students in the college in the service of their local communities.
Then Eng. Samir Abdo spoke, stressing the need to generalize the idea of qualifying young people for the labor market, and to suffice the sons of each governorate with the work of their children there, and give courses to students on an ongoing basis.
Then, Ms. Amal Sayed Ali, Chairman of the Board of Directors of the Umm Al-Muminin Association in Kom Ombo, spoke and confirmed her happiness with the invitation and this meeting, stressing that the labor market needs many specialties, including social service, and saluted Dr. Ahmed Ghallab, despite his absence because he was busy with several works.
Then the guests were invited for a break and a break for half an hour.
The second part of the dialogue began with the presentation of a documentary film about Aswan University, its development, its various faculties, and its services.
Then the main dialogue session of the meeting began and Dr. Muhammad Jaber started by presenting the objectives of the meeting again, and that the dialogue aims to discuss partnership mechanisms and does not touch on other topics in order to preserve the time of the participants.
Mr. Shazly Al-Sunni, director of Comrade’s office in Kom Ombo, acquainted himself with the office, its services, and previous companies, spoke with Aswan University and the Department of Community Organization and said that the partnership already exists, as Aswan University was the first to provide a helping hand to the comrade’s office by printing the law after its issuance in Braille, and that the partnership exists with Department of Community Organization and Dr. Mohamed Gaber in several activities, including research to reduce genetic blindness in Aswan Governorate.
Then Mrs. Amira Youssef, Program Manager at the Future Development Association in Aswan Governorate, spoke about the previous cooperation with the Community Organization Department through scientific support and rehabilitation for associations’ boards of directors and their members, and the assistance of students of the Faculty of Service in implementing community activities.
Then, Ms. Asmaa Muhammad, from the associations of the Abu Al-Rish Bahri area, spoke and said that the problems of the villages are many and need the support of the university in solving them.
Then Mrs. Suad Abdullah from the Egyptians Without Borders Foundation spoke about the misunderstanding of volunteerism on both sides of the youth and associations, and the failure of many associations to study the needs and problems of society, and the need for research and academic support for these associations.
Then Dr. Mohamed Abdel-Alim from the Faculty of Agriculture at Aswan University spoke, explaining the importance of these meetings, the role of the university, and the need to benefit from the experience of Mansoura University in implementing partnership through coordination, planning, and organization between the available and not hoped-for aspects between the university and community institutions.
Then the representative of the Patient Care Association talked about the aspects of the hoped-for partnership, how the associations can cooperate with the university, and the need for the associations to turn to self-reliance and lack of dependency.
Al-Hajj Saber, from the Association of Philanthropy and Charity, Kom Ombo, spoke of his hope for cooperation with the university and the experience of his association in how to produce and manufacture.
The engineer, the representative of the Union for the Environment, spoke of the union’s desire to make a protocol for cooperation with Aswan University and the Department of Community Organization.
The representative of the Society for the Development of the Society in Raghama talked about the aspects of the required partnership, and he began by talking that the Aswan Governorate is rich in the date crop. Therefore, the governorate incurred approximately five million pounds in losses in some environmental disasters on this crop, and from this point, he demanded courses to preserve this wealth within the governorate through the partnership with the university.
Then came the intervention of Mr. Abdullah Abu Al Hamad, emphasizing that the meeting was a good idea and that the ball is now in the court of associations after the university took the initiative and suggested that several qualitative meetings be carried out for each category of associations, in coordination with Social Solidarity.
Then Dr. / Mohamed Abdel Razek spoke about the department’s capabilities and its willingness to cooperate with all civil organizations, according to what the mosque leadership sees and for the benefit of the Aswan community.
After that, the recommendations and suggestions were read, the guests bid farewell, and memorial photos were taken for the meeting.
Outcomes of the first dialogue community meeting of the Department of Community Organization
Here we present a summary of the proposals for the first community dialogue meeting of the Department of Community Organization at the Faculty of Social Work, entitled “Aswan University and NGOs is a partnership for a better future for Aswan Governorate,” the most important of which are as follows:
1- Aswan University cooperates with NGOs to train and qualify young graduates according to the real labor market requirements and take advantage of the opportunities that already exist on the ground.
2- Aswan University assists NGOs and provides them with technical support regarding the issue of self-financing.
3- Aswan University provides academic support to NGOs through conducting studies and research on societal issues in all fields, especially social and agricultural fields, and studying the needs of society to better identify problems and work to solve them.
4- Aswan University, through the Department of Community Organization, trains students on volunteering, and civil work, and prepares volunteer cadres through mechanisms that motivate and ensure the implementation of this, for example (the necessity of students participating in the activities of the association surrounding their place of residence and their participation in the membership of this association and giving degrees of field training to the student based on his effectiveness within this association).
5- Aswan University to make a guide to the environmental risks that exist in the local community in all fields, with the participation of different disciplines to facilitate finding scientific solutions to these problems.
6- A protocol was established between Aswan University and the NGOs to exchange experiences and make various initiatives to serve the community, as well as to facilitate the entry and exit of the representatives of NGOs from the university.
7- Aswan University trains civil society workers on how to use modern technology.
8- Aswan University establishes an electronic social platform that will be the link between the university and the NGOs in Aswan Governorate.
9- Creating a link between Aswan University and the NGOs, as well as the executive bodies represented in the local councils in Aswan Governorate.
10- The NGOs are keen to have a stable and continuous mechanism within them and to think of investments for the resources that already exist in the local community in order to ensure the effectiveness of cooperation between them and Aswan University in various fields.
11- Aswan University trains civil society workers on sound scientific methods in establishing databases, presenting budgets, arranging societal needs according to priorities, and studying various phenomena.
12- Aswan University to assist NGOs in creating service projects for youth using scientific research.
13- That Aswan University assists NGOs in developing handicrafts and environmental industries.
14- Aswan University’s participation in training civil society workers, especially associations’ boards of directors.
15- Aswan University, in partnership with NGOs, conducts workshops for the manufacture of foodstuffs.
16- That Aswan University establishes a hotline inside the university, linking it with civil associations.
17- The necessity of cooperation between NGOs in various fields and the work of learning alliances between them, as well as between them and Aswan University.
18- Aswan University cooperated with NGOs to preserve the wealth of the Aswan Governorate in the field of agriculture and soil analysis.
19- Aswan University’s participation in NGOs to train young people on project work and how to market them.
20- Aswan University to allow NGOs to hold exhibitions for students inside the university to display their products at nominal prices and introduce them to its activities and the way to work inside it to encourage them to volunteer in it.
21- Aswan University organizes specialized meetings for associations working in agriculture, associations working in small projects, associations interested in employing young people, and so on.
22- That Aswan University participates in civil associations in conducting educational courses for children to train and qualify them for service work in the future.
23- That Aswan University trains civil society workers on how to mobilize resources and think about human resources, not just material resources.
Suggestions of the Department of Community Organization to activate the outcomes of the meeting.
1- Expediting the establishment of a university service center aimed at linking the university with civil organizations and strengthening the partnership between the university and local community organizations, similar to the Center for Social Giving at the American University. (This proposal is being written).
2- Partnership with NGOs can start with three axes: the research axis, the training axis, and the axis of joint work in local development projects.
3- Creating an electronic platform to communicate with NGOs in the governorate.
4- Conducting a research study conducted by the department on the expectations of civil organizations for partnership with the university and the mechanism for its activation.
5- Conducting a series of qualitative periodic meetings with a number of specialized civil organizations to further activate the partnership.
6- Expedite the study and implementation of a number of protocols required of civil organizations with the university.
